For own reference and potential engagement – especially in relation to BCM and around East London.
Packaging is exceptionally tricky. Yet “we” cannot afford to give up on both Government alignment and contribution. The common theme out of East London was limited ‘Inter-government insourcing’ but with some levels of recognition that most government-led action is not actually helping.
My sense is this optional “in-sourcing and outsourcing spectrum” debate is not going to end soon…..

As promised to you both verbally yesterday and to NOTABLY be confirmed and repositioned BEFORE and or on the 21st October or NOT. A next much larger email and related processes – positioning this but one ONE need of BCM refers. Of course BCM is NOT Bush-buck Ridge LM and hence only this distribution to confirm what is BCM’s ‘best fit’ versus this (preliminary) offering. That depends on all here. Also I leave Ilifa to declare what they are set to do at IMESA 2013 after the next visit to Buffalo City where Albie is already primed to potentially attend at least on the 22nd October. I trust emails will suffice as initial points of contact.
Further I confirm the absolute potential for considerable ‘tactical discussions’ in the scoping of what NRW-IAM can or could bring additionally to BCM. Those tactics just for the record include especially PPT bridging finance and diverse forms of other (sponsored?) enabling IF only there were budgets! I propose that such tactical discussions does NOT happen in October, unless BCM absolutely needs it, but best fits other readiness at wider levels, extending even into November or even alternatively not at all. I am not limiting or excluding ANY choices from all parties.
I trust Ilifa and BCM is well open to take this further without me – especially as I now largely disappear into Zimbabwe for the next ten days,
So in all your hands – especially in the context of the next email. My purpose there-in is principally “balanced packaging” as I am convinced that no NRW—IAM project (even in BCM) can actually deliver to its real potential or be sustained without support over and beyond individual WSA’s. Current WSA’s are generally just so operationally vulnerable it is frankly scary! The primary need is therefore to actually influence the next round of budgets to have any hope of realizing value above ad-hoc ‘outputs’. Research can start something but next year MUST be anticipated NOW. NRW-IAM is all about sustained processes and essential performance outcomes.
I further confirm that just these points – not the attachment - will be shared into the NRW-IAM ‘Nsp’ Google group, just in case there can be cross-referencing.
