Hi Tendai, (& Moses)

Actually excellent as far as I am concerned. I might have put "wings under your leadership". The proof will be in what Carol actually sends us. Now I leave you to speak to Moses (my enabling Mpumalanga Rep) to fill gaps with you especially at my request. I invited him in, especially as we need to partner. Then all below refers. The sooner 'we' (like here plus) might meet in Gauteng the better to define and offer the best framework that Carol has requested....

And that proposed framework might well now be VERY similar to the EC Province too.

Nigel

Hi Moses (Khoza) cc Moses M, Tendai, Geraldine

Thank you for the time we had. I am impressed with your company, the scope of your services and evidently what you are increasingly doing. Please also thank Lindsay and I definitely need to look forward to meeting Suzanne as well. I also met with Moses M last night and asked him to follow through with you on 'our' behalf. Please find below as per our broad agreement to take matters forward.

Thank you for your interest to collaborate towards more Water Management Training, especially what might be piloted in one province Mpumalanga and potentially especially targeting Ehlanzeni District. Please find below the reference and hotlink to the DRAFT DWA proposal below. I confirm your interest and willingness to support efforts to revive this. PLEASE keep this just to ourselves until DWA is ready to give this visibility.

Further I look forward to where and how practical partnering opportunities arise, especially in and around Mpumalanga, especially Nelspruit. I confirm that expected projects will definitely need enabling. Let 'us' keep talking in that direction. Please feel free to seek any follow-up, especially if and when you and perhaps Suzanne, can be passing through Gauteng.

Regards,

Nigel Lowe

Subject: RE: Sources of enabling funding for IAM implementation

Good day Dennis,
Thank you for the discussion of yesterday. It was good to finally meet you. Thank you for hearing me out with regard to what I, assisted by others, have managed to put pull together towards supporting the implementation of Infrastructure Asset Management (IAM). I confirm the glaring deficiency of the lack of enabling funding such as might be accessed by application to the SETA's.

Thank you for updating me on the status and background of the DWA LG SETA application "Implementation of a Systemic Skills Development Process to support Regulatory Compliance and Sustainable Water Services" where your DWA Water Services Sector Development Directorate remains in leadership. My available copy of that DRAFT application can be accessed here<https://www.dropbox.com/s/sokvois2neqbqp3/WaterSector_NSF-Proposal_GB-24Sept13.pdf> (though I am not sure that it is the most current copy).

Thank you for then understanding my desire and willingness to notably facilitate and revisit reviving and re-directing that application. I confirm that IAM;
a) Offers the potential to extend, align and attach such training more closely to practical Water Services Operations and real identifiable authority needs.
b) Will complement and augment the practical demonstrative projects and programming now also being established.
c) Has the potential to be attractive a number of other players and SETA's which might assure that it remains broad-based and integrated and not become limited like the current application to the LG SETA.
d) Is fundamentally linked not just to compliance but actually is built around notions of service performance, sustained operational improvement and gives explicit means towards realizing operational excellence.
e) Is just that well-structured that it realizing water services sector development and reform objectives are distinctly possible.

Thank you for your personal interest to take and further explore these matters, particularly within DWA and with available potential partners. I confirm my personal recommendation of considering a follow-up project phase that builds on what has already been done and potentially started, notably associated with practical and deep rooted operational demonstration and authority engagement. I remain available to support this in any way possible. I confirm that I will look and seek to attach additional partners to help consider taking he good work done to date further and to greater closure. I confirm my availability is limited in time horisons while I am self-funded.

I leave right now to visit Nelspruit on related matters, especially as that Province already sets quite a few precedents and seems quite a pivotal and illustrative but exceptionally needy operational water services domain.

Regards,

Nigel Lowe
