Dear Fellow Saikorians,
I generally don't refrain from group email discussions but decided to do so because the matter under consideration is too important. The changes to By-laws being discussed now will impact the functioning of the Association for ever, so I wanted to express my views. I think we all should spend time and do a thorough scrutiny of intent and legality.
Personally, I never held any elected positions in the Association like Durga Prasad(DP) sir, so I am not a so called CORE SAIKORIAN (as proposed in the amendments). I don't live in India but I have been a dedicated trooper for AS and Project Krushi since they were started. I am also very familiar with their functioning.
I have also seen another group email on related subject where some Saikorians dragged the names of respected senior Saikorians into the public discussions. My request that such matters be handled in more civil environment.
I respect DP sir's opinions and will refrain from repeating or commenting on them. AGM is the right forum to deliberate on his comments.
Please see below my comments and suggestions for the proposed amendments to the By-laws of AS
1. Registered office – I think Registered office should continue to be in the State of Andhra Pradesh as the school is located there. Today, we have many Saikorians settled in Hyd but in my opinion, in the years to come that number will gradually go down for various reasons. 1. New Sainik school will be set up in Telangana. 2. Economic migration of Saikorians from AP will start going down. 3. Age will catch up with existing members.(Pardon me, if these words are not politically correct).
So, I believe that the alumni association should be based in AP state capital or Vizag (being close to school).
Objects:
2. I think one of the objects should be to help fellow Saikorians in need, by providing guidance to youngsters in their careers etc, health needs (We had a very tragic case in our batch and we all felt that we should have done something)
3. Meeting Notice -21 day notice should be retained as it takes time for message to be relayed.
4. Postal Ballot:
I think it will be a good idea to allow Saikorians to vote electronically. Postal balloting is not very practical for those of us who live abroad or for people living in other states and cities. I think we should develop some standard admin procedures
5. Point 12 – The following business shall be transacted at the Annual General Meeting
5 and 6 seem to be contradictory. Point 5 says 7 day notice is required and point 6 says any other business can be taken up with permission of chair. If through point 6, executive powers are sought to be given to the Chairman, then it should be restricted to taking up of any issue for discussion and not for voting or finalization. If someone gives 7 days notice on any issue to the Secretary, then he has to circulate immediately.
6. Central Committee:
If the association is situated in the state of AP, the composition of Central Committee should reflect the same
7. Powers of The Executive committee:
To the best of my knowledge, presently, the central committee does not appoint any staff, sanction working capital or contribute and spend money towards objects. This is done by Regional chapters. The Central committee acts only as coordinating committee. So, I think our objects should reflect the ground realities and vest the powers with Regional chapters. The central committee will still be responsible for overall coordination between the chapters and other central functions conducting annual general meetings or interaction with state and federal agencies. The central committee comprising of members from all Regional chapter members should be formed and should kept in loop with happenings in respective Regional chapters through periodic meetings. The central committee should have the FINAL ALL matters
8. Regional Chapters.
Can we evaluate the feasibility of having an overseas chapters in North America and other countries. I believe many Saikorians will appreciate it.

2. Proposed Objects changes are too many. Are so many required and will we ever take up.
3. Number of saikorians required to call for extra general meeting may be 50 and not 100 as proposed. I think, if 50 saikorians want something to be clarified that is good enough. By putting 100 it will become impossible.
4. In the composition of the central executive committee, it can be mentioned that regional chapter presidents will be automatically nominated as executive committee members.
5. Only serving officers can be president not retired officers. If retired officers also can be president then we can have an election from other civilians also.
6. Rotation of vice-president, secretary and treasurer among chapters will create confusion and central work will get delayed. As agreed earlier, Hyderabad chapter secretary and treasurer can be automatically nominated to same central chapter posts, which is being done now.
7. central chapter does not have any funds of its own and all money is raised by respective regional chapters for its activities. How can central chapter allot funds for projects. They can do only advisory job. Investment in bank deposits is also done by the regional chapters. Contracts are also entered by the regional chapters only for the works they do and is not possible for central chapter to do this. Eg. Krushi is looked after by hyderabad chapter and campus challenge by vizag chapter and all the decisions taken by them. How can central chapter be involved in this. So powers of central committee to be modified.
8. What are these sub-committees. Are they superior to the committees elected by the members in AGM. If sub-committees formed, what will the regular elected committees do. This should not happen at all. The present practice of regular elected committees constituting sub-committees for any specific thing should only be continued. The sub-committees should report to the elected regional committees and finances should always be with the elected committees. How can the sub-committee open a separate bank account and issue cheques as they please. Previously we already had a bad experience in Hyderabad chapter regarding issue of cheques to unauthorized purpose after the activity was specifically asked to be discontinued.
And also who are supposed to constitute these sub-committees. Seems CORE Saikorians will nominate them. This will see that same set will interchange and continue year after year without any responsibility but with full authority and brand of Association saikorian.
9. Dear Saikorians, I feel there appears to be an attempt to hijack the agenda through back door. Let this not happen. Our Association is functioning well now and if some are so resourceful in raising funds as part of sub-committees, let them raise now for campus challenge too which requires them all the more as asked by our vizag brethren in the last AGM.
