Launching hfoss-l10n

Hello Sahana-localization group,

Due to Google's spam protection rules I'm not allowed to send out
group invitations to all of you. So, those of you who therefore didn't
receive an invitation yet are however invited to join the hfoss-l10n
project at:
http://groups.google.com/group/hfoss-l10n

The new portal site can be found at:
http://translate.hfoss.eu

The Pootle site has moved to:
http://pootle.hfoss.eu

This is at a very early stage, though. Still needs some infrastructure
components and wiki contents to be created until the official launch.
