Not currently, no.

What can be done currently:
(A) Create a Programme & then create related Projects in there
(B) Create a Project & have the sub-projects as Activities

If we also need to support sub-Projects then this would need to be a
bit of custom work.
At the core, this would be relatively simple (we have a lot of
experience, & a toolkit, for managing hierarchies), however the impact
of this on some of the reporting tools could get more complicated if
these need updating too (the leaf sub-projects would be fine, but if
we need to aggregate up to the parent project, this is where we'd need
to apply effort).

In Pakistan sometimes they propose an umbrella project which has multisectoral sub-projects at different locations. Obviously the budgeted amount, allocations, and expenditure would be aggregated to monitor the progress of the parent project. By the way what level of effort would be required? (I know very difficult to assess without detailed requirements, but i mean a very rough estimate)

A week's work for someone who is familiar with the relevant code.
