letterplace issue on Cygwin - missing library include?

Just putting it here for reference:

JP and I are trying Cygwin with 5.5.rc0 and various spkgs listed at
http://trac.sagemath.org/sage_trac/wiki/CygwinPort and #6743.
Currently all seems to be well for him on Win 7, I'm having issues
with cvxopt but otherwise ok on spkgs.

However, here is a new error on XP. JP, have you seen this? Maybe a
missing dependency in module_list.py for #7797, but that patch already
includes singular, so I'm not sure what other parts would be missing.

Figured it out - must be needing at least `SAGE_INC + 'factory'

Then I ran into #13325, need to apply that patch, aargh...

By the way, JP, there is a new GAP with positive review. Could be
worth checking out in this context.
