SageMath for Windows Installer v0.4.1

Hi all,

I have just (after some delays) published a new release of SageMath
8.3 for Windows. This fixes a few reported issues with the previous
Windows installer for Sage 8.3, in particular better support for
specifying the home directory used by Sage.

As usual you can get the latest release for GitHub:

https://github.com/sagemath/sage-windows/releases/tag/0.4.1-8.3

And it should also be up on the usual Sage mirrors before long.

Thanks for your patience, and I hope it fixes some issues some people had.
