Hmmm, I've just installed libfltk (not libfltk-dev), and successfully
re-installed PARI 2.3.5.p2, which correctly determined (the necessary
part of) FLTK is *not* installed.

But this was on Ubuntu 9.04 (and Sage 4.5.2.alpha0; libfltk1.1[.9-6]).
