Sage 9.5 release planning

Python 3.10 is scheduled to be released 2021-10-04.

I would suggest that we aim to make a smaller Sage 9.5 release to be ready at that time that includes Python 3.10 support (https://trac.sagemath.org/ticket/30766).

We may need to update lots of Python packages to pick up fixes to fully support Python 3.10.

Many Python package updates are done in https://trac.sagemath.org/ticket/31280, the (long overdue) IPython/Jupyter upgrade that did not make it into Sage 9.4. This ticket needs help by reviewers so that we can get it merged soon.
