The SCIP Optimization Suite has been upgraded again, including PaPILO 2.4.3 (release notes), SoPlex 7.1.5 (release notes), and SCIP 9.2.3 (release notes), bringing various bugfixes.

- Use "export SAGE_CONF_FILE=/dev/null" to disable the passagemath confectionery (https://pypi.org/project/passagemath-conf/), or specify a file to side-load configuration values.
