GSoC: Information Set Decoding (Stern-Dumer Algorithm)

Hi devs,

I am currently drafting a GSoC proposal for the coding theory module. I have some familiarity with this part of the codebase, having recently merged PR #40564 (Allow zero code and add intersection method in linear_code.py).

While looking through the tracker for potential projects, I found Issue #23244 (Information set decoding - Stern Dumer algorithm). I noticed it was originally waiting on the Lee-Brickell implementation (20138), which has since been merged.

Before I get too far into drafting my timeline, I just wanted to ask the maintainers:

  1. Is implementing the Stern-Dumer algorithm still a relevant priority for the module?

  2. If so, would you consider this a suitable topic to build a 350-hour GSoC proposal around?
