Just an idea, but what you you think of embedding pointers to the
tarballs via git-annex?

There is no need for specific support to allow retrieving files from the
web (git annex addurl + git annex get)...

Also, git annex is written in Haskell... want to make that a Sage dependency?

Haskell was a Sage dependency already back in 2006, since we used
Darcs as the first revision control system. I was very happy to
eliminate that dependency at the time, since installing Haskell on OS X used
to be very painful.
