Corner case in partitions with specified maximal part

Dear all,

PartitionsGreatestEQ(n, k) returns the set of integer partitions of n with maximal part equal to k.  Do we want that PartitionsGreatestEQ(0, 3) has cardinality 1, containing the empty partition?

I should add that if we want to count the empty partition, the specification should be

"The set of integer partitions of n with all maximal parts equal to k."

If we do not want to count the empty partition, the specification should be

"The set of integer partitions of n with a maximal part equal to k."

I am inclined to say no because the empty partition is equation to the partitions [0], [0,0], ... However, I don't have a strong opinion on this matter.

This is not #27331 IMO because that change is currently reflecting the implemented behavior.
