VOTE: adopt dot2tex package

dot2tex is outdated, and we are still using it. It's put up for adoption.

Why me personally? I'm not asking to have it on my own GitHub account.
We have active users of dot2tex who can step in, so we maintain it jointly,
as done with many repos in github.com/sagemath

I'm speaking from ignorance. If you say there exist active sagemath
developers who will and can act as maintainers, then I believe you.

Yes, I guess that very many combinatorialists depend on it.  I think it's only fair if we adopt it, as we might be the main clients.

I would also want to change the type of license so that we can make it into a standard package. IIRC, it is not because its current license requires the end-user to explicitly acknowledge that it is being installed.
