Do you see something like

configure:19722: will use system package and not install SPKG freetype
in config.log there?
Anyhow, Sage 9.2 (I gather that's why you have Matplotlib 3.3.1,not
3.3.2, as in the current development
version) has not been tested on Ubuntu 20.04 (which is just more
recent than Sage 9.2).
Please switch to the development branch (develop) if you want to
succeed with the build on Ubunutu 20.04.
