boehm_gc: no atomic_ops installed?

Could anyone comment on why atomic_ops are not installed in the
boehm_gc spkg, and whether it's easy to remedy.

I am working on resurrecting Macauley2 spkg, which now needs atomic_ops
from boehm_gc to build.

it looks like just adding the corresponding bits to spkg-install
does the right thing.
