Proposed Changes to the Code of Conduct

As previously announced, https://www.google.com/url?q=https://groups.google.com/g/sage-devel/c/vcvaSzmsLyo/m/P3zh1DVpAwAJ&sa=D&source=docs&ust=1775143254500719&usg=AOvVaw2w-e-TU5IQJcaJpYDfcGYG, we plan to run elections for the SageMath Code of Conduct Committee in the coming months.
We believe it would be beneficial to codify the selection process, both for transparency and to make the work of future committees easier.

Below is a draft of proposed changes to CODE_OF_CONDUCT.md. Unless there is substantial discussion, we intend to call for a vote on this change in about one week (in a separate thread), followed by a two-week voting period for members of this list.

+## Committee Composition and Elections ##

+The Sage Code of Conduct Committee (CoCC) consists of six members. In the event

+of a vacancy, the remaining members continue to act notwithstanding the

+vacancy; the position may remain unfilled until the next election.
