sage 9.3 import numpy as np crashes

Hi

We have some old machines in the computer lab with CPU

Intel(R) Core(TM)2 Duo CPU     E8400  @ 3.00GHz

On these machines in sage 9.3 (binary for Debian 10) the attached happens.

It does not happen with the debian package of sage 8.6 on debian 10 (on the same CPU) or on newer CPUs with either sage (Intel(R) Core(TM) i5-8500 CPU @ 3.00GHz).

I'm guessing this will be a "wontfix" due to the 11 year age of the CPU where it crashes. I guess SAGE_FAT_BINARY is updated to compile for some newer CPU instructions not available on the old CPUs?
