approve workflow?

I am currently engaging with new contributors, and it seems that for these, the github checks (linter, build, etc.) are not run automatically, see https://github.com/sagemath/sage/pull/36811 for an example.

Should I be able to "approve the workflow"?

yes, you should be able to.
Try pressing "Approve workflow" button.

I think this requires someone in the Maintainer role to push the "approve" button.

https://github.com/sagemath/sage/actions?query=is%3Aaction_required++ gives a list of the GH Actions workflows that are waiting for approval.
