Jupyter Notebook requires Javascript

Dear All,

This does not seem to work with IE on Windows Server 2019 Version 1809?

These steps were followed:

1. Click Tools > Internet Options.

2. Click the Security tab > Custom Level.

3. In the Scripting section, click Enable for Active Scripting.

4. In the dialog box that displays, click Yes.

How can Chrome be used by Jupyter Notebook at start up?
