Urgent proposal: stop merging PRs without consensus, work on a way forward

We urgently need to recover some degree of sanity in how the contributions are merged.
The proposal is to halt the current trend of political PR reviews, namely only merge PRs where there is a consensus.
This is getting particularly urgent in view of few still disputed PRs being merged, and pushback against these merges being reverted.
Please discuss, I'll call a vote in, say, 24 hours.
