Windows track at Dev1

Hello folks,

I have put up some thought of what to do regarding the Windows port at

While I will spend some time on the Windows port I will also hopefully find time to work on Givaro/LinBox issues and hopefully also on Cython with regard to the "dictionary problem".

I've added two specific goals to that wiki page.

GOAL 1 for Dev Days 1: A 100% complete working Cygwin port of Sage

GOAL 2: Create a first minimal "Sage for Windows" distribution with
MSI installer
