That 1992 paper is about generalized syndromes, as opposed to syndromes for generalized RS.
It’s used for decoding what Wikipedia calls “BCH view” where a codeword is set of coefficients
to a polynomial. The generalized RS syndrome decoder is for decoding what Wikipedia calls
“original view”, where a codeword is a set of values, and the code may or may not be cyclic.
Because all of the “BCH view” decoders use syndromes, trying to search for “original view”
Syndrome decoder would be like searching for information about my new neighbor who
just happens to have the name Isaac Newton, or in my case jeff reid since there multiple
jeff reid on the internet. For forum sites, I use the persona rcgldr, which so far is unique to me,
allowing others to search for rcgldr and be able to find and contact me via email.
