Postgres Configuration

I have been playing around with CoCalc, and I have been running it in dev/project mode.  I have managed to import projects from my prior installation of smc into the dev database, and now I have moved on to some minor tweaks before I deploy the code both to github and to my production server for my students to use.

However, as I have started this process, I have discovered that I don't know how to specify the postgres configuration infomration.  Where do I specify PGUSER, PGPASSWORD, and PGHOST?
