Proper procedures for chocking bus tires

There is discussion in our shop regarding the proper procedures of
chocking bus tires. Some say no difference between the steeribg tire
or drive tires, some say steering, some feel that the drive tires are
best.

What are the arguments for the various chocking positions?
Is there any Governmental regulation known?
Does OSHA weigh in on this?

Chocks are intended to prevent the vehicle from rolling without power. They aren't intended to prevent movement under power. So grade must be determined and chock's applied accordingly.
 
Chocks should be placed below the vehicle's center of gravity. Chocking against the vehicle's heaviest weighted axle maximizes the chock's potential.
 
OSHA regs would only impact wheel chocking under specific circumstances. In its 1910.178 Powered industrial trucks regulation. Chocking of the REAR tires of highway trucks are specified.
 
These are solely my personal opinions and I could be wrong... <g>.
