Chocks are intended to prevent the vehicle from rolling without power. They aren't intended to prevent movement under power. So grade must be determined and chock's applied accordingly.
Chocks should be placed below the vehicle's center of gravity. Chocking against the vehicle's heaviest weighted axle maximizes the chock's potential.
OSHA regs would only impact wheel chocking under specific circumstances. In its 1910.178 Powered industrial trucks regulation. Chocking of the REAR tires of highway trucks are specified.
