Larnaca, Dec 6 (CNA) -- The UN Secretary - General's special adviser for
Cyprus, Alvaro de Soto, left the island today saying he is planning to
return next month with the hope he can "prepare for talks at the end of
January or thereabout" and noting that the parametres set for the proximity
talks the UN undertook last December should remain.

"We don't have a date yet, but the invitation from the Secretary - General
still stands," he said. "we believe that the parametres that were set for
the talks can provide for ample room and accommodation to be reached for a
comprehensive settlement between the negotiators," he added.

Larnaca, Dec 6 (CNA) -- Cyprus President Glafcos Clerides today said that
if Turkish Cypriot leader Rauf Denktash does not respond to an invitation
by the UN Secretary -
General to participate in the next round of proximity talks aimed at
reaching a settlement on the island, then the issue must go before the
Security Council.

Speaking on his departure for Nice, France, where the European Union summit
will be held, President Clerides expressed satisfaction with the eventual
inclusion of the Cyprus issue in the Union's partnership agreement with
Turkey, under Ankara's short-
term obligations.

Britain - EU - Turkey partnership agreement

London, Dec 6 (CNA)- "The arrangement reached with regard to the Cyprus
issue and the Greco-Turkish disputes within the framework of the accession
partnership agreement between Turkey and the EU is a well balanced document
resulting from a spirit of compromise shown by all sides," a British
Foreign Office spokesman has said.

Replying to a question by CNA during a briefing on the Nice EU summit, the
spokesman also said the main feature of the arrangement is that it is in
full accord with the Helsinki agreement without introducing new divisive
provisions into the issue.

AKEL Congress

Nicosia, Dec 6 (CNA) - The main opposition left wing AKEL party is
organising its 19th congress this week, with the participation of 60
delegations representing 43 countries.

AKEL General Secretary Demetris Christofias announced today at a press
conference that the Turkish party of Freedom and Solidarity and two Turkish
Cypriot parties will also be present at the four-day meeting, which starts
tomorrow.
