Lawn service keeps scalping my yard when they cut it

The lawn crew always scalps my yard in front and back when they mow. The blade level is set too low for grass cutting. I'd rather they raise the level and let the grass get kong than for them to keep scalping it every week. Several of my neighbors have also complained about it. See picture below.
