The moderator would like to bring to your attention thoughts from SARPAM that will involve Member States as we advance to implement the information and work sharing e-platforms.
 
As you may be aware, SADC Ministers of Health and Ministers Responsible for HIV and AIDs approved the SADC Strategy for Essential Medicines and Health Commodities at their meeting in November 2012 in Maputo, Mozambique and subsequently the implementation of the Strategy, focusing on information and work sharing, in November 2013 in Lilongwe, Malawi. SADC Secretariat is facilitating the implementation process with technical support from SARPAM.
 

From March 2014, SADC Secretariat, through SARPAM, will conduct workshops in order:

·         To have a comprehensive Member States consultation to consolidate additional requirements including a proper name for the information and work sharing e-platforms and establish a data quality assurance mechanism.

·         To discuss common standards for procurement and supply management of health commodities that are necessary for smooth interaction between SADC Member States at information and work sharing and come up with a systems improvement road map.

To facilitate greater participation by individual Member States, three workshops have been planned as follows:

  1. Malawi, Mauritius, South Africa, Swaziland and Zambia from 10 to 12 March 2014
  2. Botswana, Lesotho, Seychelles,  Tanzania and Zimbabwe from 7 to 9 April 2014
  3. Democratic Republic of Congo, Namibia, Angola and Mozambique from 28 April to 1 May 2014
Proposed venue of the workshops is in the countries appearing first (also indicated in bold), away from participants' duty stations.

We have made the necessary preparation for the SADC Secretariat to send invitations to the Member States asking for six people to participate in the workshops with the following functions and skills mix:

  1. Pooled procurement focal persons if they are not among the persons mentioned below
  2. Heads of National Medicines Procurement Agencies or their representatives preferably from the Medicines purchasing department
  3. Heads of Information and Communication Technology of National Medicines Procurement Agencies
  4. Heads of Pharmaceutical Services at the Ministry of Health
  5. A representative from the public procurement authority who is a public procurement regulator
  6. A representative from the medicines regulatory authority
Host Member States will be asked through a separate email to include additional participants from among international cooperating partners active in procurement and supply management of health commodities in their country.
 
To prepare better for the workshops, SARPAM, on its part, is already working on the issues related to the e-platforms that were already raised by Member States during the Benoni, South Africa meeting of September 2013 (see the Meeting Report that was shared with you earlier this year) and will present the form of possible improvements during the meetings. SARPAM will also circulate in the course of February 2014 through this forum a draft of the proposed common standards for the region for the procurement and supply management of health commodities. You and other colleagues from your countries can already begin to literally tear it apart as you make your input so that at the end we have standards agreeable to everyone.

I shall communicate to you further about the final approved events in the course of the month.

Please I would be interested to know which countries from SADC member states is participating in Voluntary Pooled procurement (VPP) mechanism of Global Fund. Tanzania is participating in VPP.

I know many of the SADC states are participating in Global Fund’s VPP. Some for Malaria, others for HIV/AIDS or TB medicines. Others have more than one Principal Recipient participating in VPP.
 
Since your email has been read by all countries, I would rather that each country provides you with a response. I would appreciate if the replies were via this group so that some of us may take the opportunity to also learn about the extent to which countries are participating in VPP.

As I mentioned in my earlier posting, I am now sharing with you a draft of what SARPAM consultants thought would be a starting point for common pharmaceutical procurement and supply management standards. Everyone is welcome to make their technical comments to the attached document so that in the course of the year we may have something everyone will be happy to work with. Please share with procurement and supply management colleagues in your country for their input as well. We would like to acknowledge names of people who make valuable input to the draft.

 

As I mentioned in my last posting, the people that will be nominated to participate in the upcoming consultative workshops on information and work sharing will also discuss the document in relation to rules and procedures in their countries. It has been planned that the SADC Member States adopt the common pharmaceutical procurement and supply management standards in a meeting in September this year.

 

I would like to receive your written comments, proposals for additions, deletions and other changes to the document in my e-mailbox geof...@sarpam.net. That, however, does not restrict you from debating and discussing the document right here on this forum.

 

Please take into account the following:

·         In case the “track changes” feature is not activated on your computer as you edit the document, please remember to activate it so that we can easily trace the changes you propose;

·         Let us know your name, institution and designation when submitting your comments; and

·         Save the file by using ‘save as’ and add your name and date to file name.

 

Looking forward to input from each of the SADC member states.

Dear member states

Swaziland will not be attending Global Fund's voluntary pooled procurement. I have spoken to the procurement team from Nercha they are not aware of such a meeting.

Please note that Swaziland do procure its commodities via the VPP mechanism in collaboration with the Principal recipient which is National emergency response council on HIV/AIDS (NERCHA).
