PUBLICATION OF TENDER RESULTS

Hi Everyone,

I would like to know from each of the 14 countries in this forum whether results of public tenders are made publicly available. By publicly available, I mean whether results are published either online on your website or any other website, in newspapers or other similar publications, on the notice board or your premises or other place where someone who did not participate in the tender can see. If you do publish the results, please also advise what kind of information is made available to the public, as in some countries there may be a restriction on the type of information should be published.

This information is needed as soon as possible for the ongoing review of the SARPAM work in SADC countries. You may directly reply to the group email or get in touch with me separately.

Thanks for your mail, where Seychelles is concerned the only 3 method of Procurement we actually using are:

 

Request for quotation

 

Direct Procurement

 

Emergency Procurement

 

The Procurement act allow us to have our own committee ( Therapeutic Committee) with the main objective to select the items which are  acceptable standard , good quality and competitive prices.

 

We don’t make any Publication.

Dear all,

The Ministry of Health does publish results of all the tenders
following bid evaluation conclusions and clearance by the Ministry
Procurement Committe. The publications are made available on the
Ministry notice board at the Procurement and Supplies offices.
Publications are done in line with the provisions of section 53 of the
Public Procurement Act No 12 of 2008.

Due to the numerous tenders that the Ministry run, publications are
displyed on the notice board as putting notices in the print media can
be very costly. The participating bidders are written to directly
informing them about the best evaluated bidder/s.

The notice best evalauted bidder will indicate the title of the
tender, mode of procurement, name of the winning bider and address,
proposed contract value for the items being awarded for, date of
notification and when the notification will end.

The unsuccesful bidders are within the 10 days of tender award
notification, allowed to seek clarification or appeal if not satisfied
and a de-briefing is arranged in such circumstances.

Hi Everyone,

Now that is really an elaborate and impressive explanation from Zambia; thank you Kampamba! I take it that if any member of the public made a special request to the Ministry to be sent the results then the results would be made available to them, for example via email or fax?

Et que diriez-vous en RDC? J'aimerais entendre Daniel ainsi. I would like to hear from the others as well, especialmente de Angola e Moçambique.

Do not worry much about my Google Portuguese.

Dear Geoff

 

In Lesotho currently the results of the Tender are only sent to the participating Bidders, our Public procurement Regulations requires us to publish them on the Government website but due to administrative red-tape that has not been successful. We are intending now to make use of our own website to publish the tender results. Currently the information sent to participating Bidders is: “Product Description, Unit Pack, Name of Successful Bidder and the Award Price as well as the incoterms”.

Thank you Teboho from Lesotho.

I have so far heard from Seychelles, Zambia, Tanzania, Lesotho, Mauritius, Zimbabwe, Malawi, Angola, DRC and Mozambique, apart from the already known practice in South Africa, Botswana and Namibia. I think I am still missing Swaziland.

For Zimbabwe, DRC, Angola and Mozambique, I need more details like examples or links to the publications.
