The page layout is simple and looks good, we should use it. To fit in all the contents within the Noticeboard or Recent Events, might need to provide an option to open more details in a separate window.

For managing the contents, atleast for those that needs to be edited very often like 1. Noticeboard, 2. Recent Events etc we should have a provision to post/edit it without much of difficulty/disturbing the original layout/format.  I would suggest to make use of a content management system which the service provider offers to manage the contents. I see the current service provider (http://www.dhost.com/open-source-hosting) has options like wordpress, joomla, Drupal etc.
