Good evening,

Neighborhoods around the One Broadway Plaza site will be negatively impacted by this project.

Without neighborhood-specific traffic diversion and calming measures, the Downtown, Logan, Lacy, French Court, Willard, and French Park neighborhoods will suffer additional traffic impacts unless these impacts are mitigated.

The Environmental Impact Report (EIR) for OBP was approved over 16 ago, and is outdated. Only minor changes were recently made to the old EIR, which only describe replacing 19 floors of office with 19 floors of apartments. No new traffic studies were undertaken to account for the numerous other apartment projects under development in the area, leaving the development to negatively impact not only traffic, but also the health and safety of residents in the adjoining neighborhoods.

Question 1. OBP will redesign over half the project from office to apartments, why did this major change not require preparation of a new EIR?

Question 2. What is the threshold and criteria to require a new EIR for OBP?

Request 1. That the Planning Commission recommend to City Council that it work with the affected neighborhoods, as stated above, to identify and implement traffic mitigation and calming measures for the project.
