Rahul Gandhi's Second Explosive Press Conference on "Vote Chori"

[Here's a rather brief summary:

Rahul Gandhi's Second Press Conference, on September 18,  illustrates yet another method of "Vote Chori".

In the wake of the first one on August 7th, the CEC -- ten days after, the day on which the Vote Adhikar Yatra in Bihar had commenced -- challenged, in his first press conference ever, RG to either file an affidavit or publicly apologise. 
(In the meanwhile, on the 13th, a Union Minister had also made a very similar allegation -- unaccompanied by any affidavit of course. The CEC refused to open his lips on that.)
Rahul, btw, didn't even acknowledge.

Now, coming to the new "method", it has two aspects.
One, it's (targeted) fraudulent bloc "deletions" instead of large-scale (spurious) "additions" -- highlighted on the preceding first occasion.
Two, here, as it appears, the whole operation -- spread all over the land -- is orchestrated by a syndicate, most likely employing a dedicated team of professionals deploying bots.

Here, it bears mentioning that targeted bloc deletions are far more effective than large-scale spurious additions.
In the case of the latter, one will have to nonetheless organise actual voting against the (added) ghost names. Not too simple a task.
In the case of the former, the votes of the opponent gets ipso facto slashed, without further moving even a little finger.

As regards the syndicate:
Before the last assembly poll, the Congress leader from the Aland assembly constituency in the Kalburgi district of Karnataka and his team detected  fraudulent attempts to get some six thousand names deleted from the voters' lists in the Congress strongholds. They immediately became active. Incidentally, one of the names (to be?) deleted was that of a close kin of the concerned Electoral Registration Officer.
All in all, a thorough investigation was carried out. But for a few, all the deletions were blocked (or overturned?). An FIR was filed by the concerned officer.
The CID Karnataka took up the case and found out that fake names were used to file the fraudulent objections.
Consequently, some eighteen months back, the CID wrote to the ECI to provide (i) the IP addresses of the devices from which the objections were filed, (ii) the destination ports and (iii) the details of OTP trails including the concerned mobile numbers -- in order to identify the criminals on the ground and, if possible, unearth the syndicate guiding the operations.
The CID has repeatedly written as many as 18 times in 18 months. The last one on September 9th. Now the Chief Minister has also written to the ECI.
Rahul Gandhi, in the subject press conference, has demanded that these details be provided to the CID within seven days flat.

So, now the crux of the issue is the ECI's refusal to provide the necessary info to the concerned CID so that at least the hands-on criminals on the ground are apprehended. That may also very well open up the pathway to the central syndicate behind.
On the face of it, the ECI is just dreading that prospect.]
