Attached is the open letter written by a group of former civil servants of the All India and Central Services who have worked with the Central and State Governments expressing their deep concern of the remarks made by the Chief Justice of India during the hearing of the appeal against the National Green Tribunal (NGT) (Western Region)’s order of 26/11/2025 which upheld the environmental and Coastal Regulation Zone clearances for the Pipavav Port expansion project in Gujarat.

 

They go on to add that such statements can foster fear and silence citizens’ voices of dissent, discouraging them from questioning ecological damage, and the potential adverse impact on communities and public health.
