South African Communist Party

Mpumalanga Province, 1 June 2016

Media Statement:

SACP Mpumalanga holds a successful Provincial Council

“Working together we can improve local government and deliver quality services!”

The South African Communist Party (SACP) in Mpumalanga held a successful 4th Provincial Council of the 8th Congress PEC with 317 delegates representing four districts of the SACP and Young Communist League of South Africa (YCLSA), graced by the presence of Central Committee members, our alliance partners the African National Congress (ANC) and Congress of South African trade Unions (COSATU), and our fraternal international formation the Communist Party of Swaziland (CPS) on Saturday, 28 May 2016 at eMakhazeni Sub-district to reflect on the revolutionary work of the Party since the last provincial council.

The council received an input from YCLSA and the SACP Central Committee, messages of support from the liberation alliance ANC, COSATU and a message of international solidarity from CPS.

The council received and adopted political, organisational and financial reports as per constitutional requirement. It dealt with political, social and economic developments in the world, the continent, the country and the province.

We draw inspiration and pay tribute to our former Provincial Secretary and Chairperson, comrade Juda Tsotetsi and Ephraim Mogale respectively and other fallen heroes and heroines. We meet while we are about to commemorate the 40th Anniversary of the 1976 student uprising. This historic day changed the political landscape in the country and ushered a clear political stance against the barbaric apartheid education system. The post democratic youth generation must define their generational mission to confront challenges facing young people in the current epoch.

The council congratulated the YCLSA for the 94th unbroken struggle in advancing struggle for socialism. The YCLSA remain a critical political feeder for the SACP, we will strengthen YCLSA structures in order to advance the interests of young people in the province and country at large. We strongly condemn burning of the house for the former Provincial Chairperson of YCLSA Mico Zitha at Mbuzini by the hooligans who masqueraded as community leaders while their actions suggest that they are just having a political malnutrition like their leaders.

The council paid tribute to one of the revered revolutionary icons, comrade Chris Hani. This year marked the 23rd Anniversary since his brutal killing by cold-blooded right wing agents. We dedicate this council to the former General Secretary, comrade Chris Hani. We maintain that the unrepentant Janus Waluz must rot in jail, for his failure to divulge the truth about the motive and collaborators for the killing of our General Secretary. Even when presented with an opportunity at the TRC.

The 1929 Black Republic Thesis bestowed upon us a historic mission of strengthening and deepening the National Democratic Revolution. We have to do a self-reflection on our historic mission bestowed to us in giving clear ideological direction to the liberation movement. Our structures must be more visible in our communities and support our deployed cadres from the movement in defence of the NDR. We call upon all SACP members to deepen their understanding of both MTV and SARS as these are the necessary tools to advance our struggle for socialism.

The council noted with concern the attempts to capture our revolutionary movement, the state, through money politics and patronage which presents a real and imminent threat to all sections including the ANC, Trade union movement, and youth formations and student movement. All this has a potential to paralyse the congress movement and render the ordinary membership to be cheerleaders and jesters of those in leadership positions.

We vow to fight against both emerging parasitic bourgeoisie and established capital (monopoly) in their zeal to capture the state and our movement. We commit to intensify political education programmes to bring back moral high fibre and consciousness within the mass democratic movement.

Strengthening the Alliance Relations

The council welcomed and congratulated the alliance components for a successful Alliance Summit which was long overdue to deal with all political challenges. We hope all components will be determined to implement all the resolutions and action plan agreed upon. We will strive for better relations and unity in the province however this does not mean there won’t be differences from time to time.

We are disturbed as the province by the foreign tendencies that are rearing their ugly heads in Kwazulu-Natal, especially the political killings and intensified factionalism, hatred and marginalisation of communists is no different from the anti-communist agenda that apartheid government tried through suppression of communism act.

Local Government Elections

We believe the 2016 Local Government Elections will be tough; however, the ANC-led alliance is ready to face the forthcoming elections. The ANC-led alliance remains the beacon of hope with a track record of service delivery. We will intensify our campaign in these 64 remaining days to ensure a decisive electoral victory to the liberation alliance on the 03 August 2016. We call on all our members to come out in numbers for the Provincial Manifesto Launch. The council endorsed the PEC election strategy in order to target hotspots. Working together we can improve local government and better service delivery. Vote ANC.

International Context

Swaziland:

The Tinkundla regime continues to enjoy support from international bodies whilst the poor and the working class suffer under this suppressive regime. The struggling economy benefitted from preferential access which textile exporters had to the United States until this facility was withdrawn over human rights concern.

All progressive forces and countries committed to human rights and democracy, must work to isolate this regime and block Mswati’s possibilities to chair SADC region.

Brazil:

The council was taken aback with the parliamentary coup which led to suspension of President Dilma Rousseff through senate impeachment vote. The imperialist offensive against the BRICS countries is gaining momentum. BRICS has become the most powerful bloc for the pursuit of global economic reform. It is not a surprise to see the onslaught against these member states.

Venezuela:

Latin America is facing the onslaught from the imperialists, and Venezuela is part of the victims. The progressive government lost parliamentary elections to the opposition however we welcome the fight back strategy by comrade Nicholas Maduro to save the Bolivarian revolution. The unity of the working class and all progressive left countries is of paramount importance in fighting against this onslaught.

Nigeria:

Nigeria’s elaborate and expensive federal system is meant to be both a check on power and a safety valve for the many discontents at the grass roots. The power politics in Abuja and the state capitals are dominated by the competition for resources. The fundamental economic relations between the patrons and their clients have remained stubbornly consistent for decades. At the apex of the machine are the oligarchs, who use their wealth from land, the ownership of banks or oil blocks or control trading and import licenses to exercise power.
