Hello,
I would like to update you on recent events for the Sacramento County
Administrative Professionals Association (SCAPA) and the upcoming
election in April. As most of you know, SCAPA is an independent
association formed for the sole purpose of representing administrative
professionals within Sacramento County. For some of you a portion of
this information may be a refresher and for some this may be the first
time you have been able to be reached. Early last year, in an
election involving the majority of all managers in Sacramento County,
those managers voted overwhelmingly to become represented by the
Sacramento County Management Association (SCMA). After this happened,
a number of groups within the County who remained unrepresented
started to talk about doing the same. One of the many reasons is
this: if our management just became unionized and the vast majority of
the County is also unionized then we need to do something to ensure
the right to have a seat at the table and engage in constructive
discussions with the County prior to the County making changes
affecting our livelihood and benefits. This is especially important
in this economic climate. So in early September we began developing
an association to start building support to become a Recognized
Employee Organization (REO), in order to provide representation to the
060 Administrative employees.
Currently SCAPA is preparing to hold an election to become an REO.
All members of the 060 Administrative group are eligible to vote in
this election (this includes 060 members in Personnel Services).
Together with the County, we have contracted with the California State
Mediation and Conciliation Service to supervise this election. The
election will be held on April 6, 2011, and April 7, 2011. The County
is required to post election notifications and hours at all work sites
where affected employees work by March 22, 2011. There will be four
locations where you may cast your vote. You are permitted to choose
whichever location is best for you. You will be allowed to drive to
and from, if necessary, and cast your vote on County time and not your
own. If for some reason you are off one or both days you can come in
to cast your vote and then be on your way. Absentee ballots will not
be available.

Respectfully,

Mark Burstiner
SCAPA President
