This is a copy of an email I sent out on February 2nd.

"Hello everyone,

I know there has been a number of inquiries into what the status of
things are over the last few days. This last Friday I expected to
announce to you the updated status but it ended up that there was one
component I needed to find out before I proceeded with the update. I
just received the notice I was waiting for.

This last Friday Labor Relations agreed to not carve out the majority
of the 112 people they wanted to initially. What we have agreed to is
to split up 060 into three groups. The first group is the Board of
Supervisors staff, these 11 positions will be carved out and will
likely be transferred to 070. The second group are the positions that
Labor Relations didn't want to carve out to begin with, this is the
majority of 060. This group may keep the 060 designation, this hasn't
been decided yet. The third group is everyone that Labor Relations
initially wanted to carve out but have just agreed to not do so. This
mostly covers all Personnel positions and the CEO's staff, this is
currently 101 positions. I will attach the counter offer to this
email for your review. There is one small change to the counter offer
that you should be able to see when you open it. The term
"confidential" has been stricken from the document. This was a long
process but it is now complete. The next step is the official
election.

The second part of this email that I was waiting for notification
about was in regards to the other group that was interested in
representing 060, our competition Local 39. I just received notice
that they are officially backing out of the process. This means that
members will have two options to vote for on the ballot. The choices
will be to vote for SCAPA to represent the two units or to not have
representation at all. I hope this agreement meets with your approval
as I represent you. The future of SCAPA is now in your hands. I hope
you decide that you do indeed wish to have representation and vote for
SCAPA. Many people have said that this would not happen. Many also
said that there was no way that Personnel staff would be allowed to be
represented. We have just proven otherwise. You can be represented
and will be if you vote in favor. The only way you won't obtain
representation now is for you to either vote no or to not vote at
all. I hope that you decide to vote YES for SCAPA.

We will now request that Labor Relations proceed with verifying all of
the signed signature cards. Once this is successfully completed we
will set a date for the election.

Thank you everyone who has signed a signature card. Every single one
is of the utmost value. Without your support I could not have gotten
us this far.
