We urgently require relevant ministry representatives for draft inputs from 
  • MOHUA - UT (Metro Rail) 
  • Inland waterways (water taxis / water metro), 
  • MORTH - Parvatmala ropeways and alternate mobility systems (cable cars).
With ropeways and water taxis - even a basic implementation / planning document in not available in the public domain, so we are operating in a policy vacuum. And metro rail has no standard currently.

With reference to the subject mentioned above and as directed, the Group Facilitators are requested to finalise and freeze the draft by 20.03.2025 segregating therewith the negotiable and non-negotiable rules in respect of the Transport & Mobility Sub-Sector.  Furthermore, you are requested to forward the finalized/freezed draft by 21.03.2025 to the concerned nodal officer of the Department for further necessary action.

Please find attached the 29-4-2025 working draft as word document for public comments

It is divided ministry / department -wise - in order
  • MORTH & National Highways Logistics Management Limited (NHLML)
  • Railways
  • MOHUA
  • Civil Aviation
  • Waterways (IWAI)
The first section is common to all authorities. 

Temporary placeholder links have been provided to drafts of built environment / services group, they will be replaced once those documents are firmed up.

Possibly there will be one round of clarification if required from ministries before they submit their written comments. This would be preferable as a recorded meeting rather than more writing,

Once this framework is agreed upon, rules can be drawn up.
