The SACS Services Core Group met to discuss the issues that should be included in our recommendations for the rule. I am sharing a summary of the discussions for your review and input.

We will shortly circulate another document with a service matrix for your input as well.

The Services Group will be meeting with the Ministry on January 7, 2024, at 2:00 PM. The meeting link will be shared directly by the Ministry officials, and we will keep you updated. Please do join if you are available during that time.

Looking forward your thoughts on the recommendations in the attached document.

General Observations

A lot of matters mentioned in your document have been addressed by other thematic groups be it built environment or transport or assistive devices. 

This group needs to focus on the human element and how services are to be provided. It is about creating a code of conduct and spelling out the kind of behaviour which should invite disciplinary action. 

Also how respectful interaction with persons with disabilities needs to be part of orientation and training and how every service provider  who provides service to the public has to ensure this respectful interaction. 

Access to physical places, transport, ict, assistive devices and products is needed but not the concern of this group. You need to concentrate on how humans functioning in these places provide the service. 

Ask for Human Resources, Department of Personnel and Public Service Commissions to be present and engage with your concerns.

Dear Percy and Team,

I am sorry, if I am late. Never mind we can always include it for future.

Public Service providers like Banks, Insurance companies, Mutual Fund, Stock brokers etc. do not capture Disability status at the time of enrolment/KYC/Account opening time.

Hence, for example, a typical Bank Branch simply do not know who many PWD's are there and what is their nature of Disability. So, how do they provide service for PWD's without even knowing how many PWD's are there ?

I did write to RBI two years back. They understood the problem, but yet to do anything practical. I do know that my lone voice will not help, collectively we can always get it done.

As a Hearing Impaired person all my phone calls go unanswered. So, why did the Service provider make a call ? They don't know that I am Hearing impaired and they don't want to do anything about it.

In my opinion, Capturing the Disability Status and the nature of Disability in the Customer database at the time of KYC is a must. After all KYC is Know Your Customer and they should know about Customer's Disability without which it affects communication/service with them.

someone with mobility challenges can even reach the
building—especially if it involves climbing hundreds of steps just to

At a minimum, these schemes should clearly explain how to apply,
deadlines for submissions, and other basic details to ensure they’re
accessible to everyone.

·        Raise Awareness About Government Facilities: Local officials,
including those at the Panchayat level, should be trained to guide
caregivers and people with disabilities. They should be able to
explain which benefits are available and how to access them. This can
make a huge difference for the millions of people in rural and
semi-urban areas who might otherwise miss out on the support they are
entitled to.

It’s always a privilege to contribute to the vision of an accessible

Live captions option is a good suggestion by Mr. Chandani, as I myself don't know sign language as I acquired disability in my later teenage years. By that time I can do everything like any other normal person (however things started depleting later on) but now learning sign language is a bit difficult for me as I have other means like speech to text and text to speech tools to make things easier for me. And outside in the world when we go to work places it's difficult to find other person who understand sign language and there the technology comes to our assistance. Such tech based things can be integrated into educational institutes as I asked my university to do during my time that whatever professor would be teaching would appear before me in text for on realtime basis. Same goes with the Visual Impaired Person, many don't know Braille and they prefer other software which read out the files and they are good to go with that. 

So along with the importance of sign language, Braille we must also include technology these days as every individual has its own set of requirements and his difficulty might not get proper redressal with just one type of solutions.

I am sharing a request letter that I wrote to the district Social Justice and Disability officer at Singrauli, Madhya Pradesh. It was in January, 2024 and even after few reminders I see nothing done. You can see it as attachment. This is specifically as per the root level situation in the district that is remote and issues present here. Important point to note is that these officers are IAS still not been trained or sensitized about the New disabilities added in disability act 2016. So they dont know about disability due to diseases.  Also, I had written to our  MLA and CM of Madhya Pradesh for the same. The actions are still not to be seen.

Dear All,

Percy and I were able to sit together for a full day and try and put some of our materials together. Later we were joined by Shashank and the team from I probono for some time. We have received detailed inputs from Asha ji and team on disaster, Nilesh has put together the material on training and today the education group has met to detail some rules specific to education. Shabnam had already sent some material earlier.What we have tried to do in the document attached is to put down as far as possible the non-negotiables that will cut across all services. We request you to go through this document in great detail and give feedback so that we can finalise this document at least. then we need to get to specific services and see how they are to be put into the document. 

This document also contains Nileshes bit on training and Shashank has detailed grievance redress and monitoring etc.

We would like to suggest a meeting on Monday morning if possible. This should give enough time for you to go through the document and come back with specific suggestions. may I also request the lawyers in this group to try rephrasing what we have done in the language of a rule. That will help us immensely as we go forward.

If possible pl add the following 2 points in the respective heads:

Cognitive / emotional access:

Allowing considerable time to comprehend and respond back

Access for Invisible disabilities: 

Resting space to rest, stretch, administer catheters etc. Clean surroundings and Hygienic toilet with support space to change diapers or administer catheters. Cushions to manage Bed sores, fatigue etc can be considered.

My strong suggestion is to recommend curriculum content adaptation for ID category since we are considering the sensory disabilities and providing audiobooks  like adaptation.For every disability understanding and accepting the possibilities and limitation is foremost important in planning .
For ID students the issue is in their IQ .
First of  all policy makers have to understand where ID people lacking, ie limitation in  their  IQ or cognitive ability .
so providing content adaptation is not against inclusion it is already mentioned in udl too.

Small example
If you want to fill 20litre jar with more than it's capacity it would not possible because there is limit in  capacity.

There is a great misunderstanding among stakeholders that it is aganist inclusion .
please consider this suggestion otherwise we could not progress in independent living skill development of students with ID
  ,If you train children with IDD within limits they must be productive after completing  school education.We are not doing that so there is a great gap in skill development.

As you know, the SACS-Services Core Group has been working to put together the recommendations for the accessibility rules and you have received several emails earlier this year. 

On behalf of the Core Group I am writing to update you about the progress of our work together.

We had a meeting with Dr Amita Dhanda on 18 August, 2025, where she praised the team’s outstanding efforts, acknowledged the impressive work on the documents, and expressed her appreciation for the annexures.

I have attached the documents we prepared on behalf of the services group, with your valuable input, for your reference.

Dr. Amita proposed integrating annexures within the main service rules to keep them concise while providing detailed guidance on areas like emergency work, certification, etc supported by an explanatory document for users. The CDS team will finalise the document and submit it to the Ministry on Friday.

I am proud of the work we are doing together and would like to thank each one of you for your valuable contributions. Your efforts are making a real difference.
