The SACS Services Core Group met to discuss the issues that should be included in our recommendations for the rule. I am sharing a summary of the discussions for your review and input.
We will shortly circulate another document with a service matrix for your input as well.
The Services Group will be meeting with the Ministry on January 7, 2024, at 2:00 PM. The meeting link will be shared directly by the Ministry officials, and we will keep you updated. Please do join if you are available during that time.
Looking forward your thoughts on the recommendations in the attached document.

Please add - live auto-captioning or real-time captioning (person typing the messages on live) as well. Not all Deaf are using sign language - so it is critical to add all type of accommodations for the spectrum of deaf individuals.
As for urban setting - flashing fire alarms and smoke detectors.

I am sharing a request letter that I wrote to the district Social Justice and Disability officer at Singrauli, Madhya Pradesh. It was in January, 2024 and even after few reminders I see nothing done. You can see it as attachment. This is specifically as per the root level situation in the district that is remote and issues present here. Important point to note is that these officers are IAS still not been trained or sensitized about the New disabilities added in disability act 2016. So they dont know about disability due to diseases. Also, I had written to our MLA and CM of Madhya Pradesh for the same. Dear Percy,Thank you for the excellent work on the recommendations.I would request that at an appropriate place in the document, inclusion of a non-negotiable condition that :"due regard for showing empathetic understanding of persons with mental illness"should be specifically mentioned as a part of the universal access.It must include references to the Mental Health Care Act 2017, as far as health care support is concerned. This would include training of Police personnel and medical personnel other than Mental Health Care Personnel should also receiver sensitivity training.RegardsAnantha Agasthya
My strong suggestion is to recommend curriculum content adaptation for ID category since we are considering the sensory disabilities and providing audiobooks like adaptation.For every disability understanding and accepting the possibilities and limitation is foremost important in planning .
For ID students the issue is in their IQ .
First of all policy makers have to understand where ID people lacking, ie limitation in their IQ or cognitive ability .
so providing content adaptation is not against inclusion it is already mentioned in udl too.
Small example
If you want to fill 20litre jar with more than it's capacity it would not possible because there is limit in capacity.
There is a great misunderstanding among stakeholders that it is aganist inclusion .
please consider this suggestion otherwise we could not progress in independent living skill development of students with ID
,If you train children with IDD within limits they must be productive after completing school education.We are not doing that so there is a great gap in skill development.

Everything looks good but I have one request. Please add the terminology Disability due to disease too as it will help identify Disability that is caused by diseases. Especially cases of rare diseases because they are progressive causing increase in disability with time due to lack of treatment or delayed treatment. And their access to health with free ambulance to and fro mandatory for accessibility. Often by just mentioning just Person with Disability does not bring focus towards Person with Disability due to Disease. Thus, lack of support towards them by implementing officials.
