Dear Sir,

This is with reference to the Draft Revised Rules to amend the Rights of Persons with Disabilities Rules, 2017, notified on 12 December 2025 (published on 5th January 2026), inviting objections and suggestions from stakeholders.

DEOC Accessibility Services Private Limited is an empaneled access auditor  with over three decades of experience in universal design, access auditing, and implementation support across diverse building typologies. Based on our experience, we have reviewed the Draft Revised Rules with specific reference to standards for the built environment.

While we appreciate the intent to reduce ambiguity arising from multiple standards, we have identified certain areas of conflict, inconsistency, and implementation challenges. Our detailed suggestions are enclosed for your consideration and are submitted in the spirit of constructive engagement, with the objective of strengthening clarity, usability, and enforceability of the Rules.

We request that these suggestions be taken on record as part of the consultation process. We would be pleased to provide any further clarifications, if required.
