The two cards without a link should have the link added. This is a good example of how multiple cards for the same person were made up, either deliberately or accidentally. In this case they wound up being stored one after another in the same box. I would bet originally one was in a managers box, one in a scout box, etc., but by the time we got the cards they were all together.
