Switching to quarto for writing reproducible research

Hi everyone,

You may have seen discussions about https://quarto.org/ recently, the next generation of R Markdown. It's pretty cool! If you are an R Markdown user, you'll find it very easy to adapt, and enjoy how quarto solves some of the minor irritations using of R Markdown for academic writing. 

I'm proposing to change the template document format in rrtools from R Markdown to quarto. I know some of you use rrtools, so I want to invite your feedback on this proposed change here: https://github.com/benmarwick/rrtools/issues/147
