You can submit a pre-print, get open peer reviews, revise your manuscript, and then submit to a traditional journal after that if you wish. Many archaeology journals have endorsed PCI already.
Everything about the PCI is open access and non-profit. I have confirmed with the organisers that they accept historical archaeology, in addition to the Palaeolithic papers we see on their page currently. If you are concerned about community participation in archaeology, this is a great option to ensure that people outside of the ivory tower can freely participate in reading and commenting on your work.
