[s3ql] [ANNOUNCE] S3QL 5.2.3 has been released

Dear all,

I am pleased to announce a new release of S3QL, version 5.2.3.

S3QL 5.2.3 (2024-11-02)
=======================

* Make release tarballs compatible with Python 3.12 by using a newer Cython version
to generate the necessary C++ extension.
* Minor bugfixes and improvements (see git history for details)
