synaptic package manager

while working in ubuntu- synaptic package manager i marked ubuntu 9.4.10 to be upgraded and clicked the install button.but it shows me a tab posing
"E: Could not get lock /var/cache/apt/archives/lock - open (11 Resource temporarily unavailable)
E: Unable to lock the download directory".
what is the reason?prior to this step there is a selection bar which gives me a choice "download selected packages only".what does it mean?what is the correct way of installation?
