Water

Hello gardeners.

I was wondering if anyone had noticed if the city siphened off the fire hydrant yet?  I would love to get my plants in the ground but with no means of watering other than schlepping it from home it just seems kind of pointless.  I was at my plot yesterday when I noticed a bunch of hoses scattered around but no way to connect them to a spigot.  Can anyone please help??
