can anyone identify this hawk seen yesterday at Dutchman Peak?

to Rogue Valley Birds
We saw several of these yesterday. Could see them well with binocs, but didn’t have the telephoto lens to get a good picture. What I have attached is taken with a 200 mm zoom. One very distinguishing characteristic is white at the end of the tail, which you can’t really see very well in this photo. Any ideas out there? I put it into iNaturalist and it came up with a Red Tail or Goshawk. Sure they are not Red Tails, not sure about the Goshawk suggestion…..

to Rogue Valley Birds
Its hard telling from the photo. Two years ago I saw a northern harrier up in that area, and 4 or 5 years ago in August a group of us saw some white-tailed kites. Both have white in their rear area, but the rest of the coloring doesn't match. I'm going up in that area tomorrow on a hike and will have a 600 mm telephoto and if I see any I'll try to get photos.
