Is it possible to translate (“transpile”) a Rust program to C++/python?

Most Machine learning and other advanced tool initially allows developer to write in one programming language say python or c++ and then later add support for multiple programming languages. Is there a way to take advantage of rust transpilers (eg, https://usehelix.com/ for writing rust to ruby) and access tools like TensorFlow, IBM qiskit (https://github.com/IBM/qiskit-api-py) etc.
