How to create a class section?

Can someone tell me how to create a class section?

I am at the "Show All Sections" page under the "Instructors Page", where I assume the "Add Section" button should be and I get the following message:

I added a new link to the main instructors dashboard page which allows you to create your own sections now.

When Grading Assignments - using Gradebook on the Grading page -   Is there a way to sort students by Course Section?   

When I created my course, I separated my students by Section, however, I do not see how to use that Section distinction in any of the other windows on students.  

I know that in a video, Brad said that some instructors make use of "sections" when enrolling students.  How does one make use of this feature?
