How to run everything as root?

I am attempting to execute a bash script as part of a job but this results in a 'permission denied' error. I have added the rundeck user to the sudo group and so I could run commands using 'sudo command' but I am struggling to do this for running a whole script or using the 'copy file' workflow step.  How would I go about calibrating the system/server so that it will automatically run everything as root?

Modify /etc/init.d/rundeckd 

nohup runuser -s /bin/bash -l rundeck

Change rundeck to root.
