/var/lib/rundeck/exp/webapp/WEB-INF/web.xml overwritten during upgrades. How to add roles permanently?

Hello Rundecks!

We have rundeck running successfully with LDAP auth.
I have in the past manually created additional 'roles' by editing '/var/lib/rundeck/exp/webapp/WEB-INF/web.xml' and adding '<role-name>role-name-goes-here</role-name>'
This is particularly useful for creating roles, that get custom ACLs, that are assigned to API Tokens etc etc.

My questions are:

1). Upon (RPM) upgrade  /var/lib/rundeck/exp/webapp/WEB-INF/web.xml gets overwritten and changes lost - Shouldnt this create .rpmnew file?

2). Although in my very basic testing, although the changes have been overwritten, the API Token, assigned to the role still works - How is this so?

3). Is this still the correct way to manually add 'roles' (which later get permissions assigned) to rundeck?
